GOV. PRITZKER RELEASE GUIDELINES FOR BUSINESSES AND WORKPLACES TO SAFELY REOPEN DURING PHASE 3 OF RESTORE ILLINOIS
Guidance Developed by the Illinois Department of Commerce and Economic Opportunity and the Illinois Department of Public Health with Input from Industry Leaders and Business Owners
May 25- Springfield – Governor JB Pritzker today released industry-specific guidelines that allow for the safe re-opening of businesses as the state progresses into the next phase of the Restore Illinois plan. All four regions of the state are on track to advance to Phase 3 of the plan in the coming days, allowing thousands of residents to return to work, and the reopening of businesses in the following industries: retail, offices, manufacturing, barbershops and salons, summer programs, various outdoor recreation activities and bars and restaurants for outdoor dining.
Guidelines as well as toolkits for businesses can be found on the Illinois Department of Commerce and Economic Opportunity (DCEO) website, HERE.
Manufacturing facilities such as plants, factories and mills
Non-customer-facing offices such as: legal; accounting services; architectural, engineering design; and other professional services
Retailers and merchandisers such as: grocery stores; hardware stores; clothing stores; pharmacies; department stores; shopping malls
Stores providing assorted services for dropped off goods, such as: dry cleaners; electronics repair shops; shoe repair shops; car washes
Youth sports games or matches, group sports lessons, team or group sports practices (no competitive sports permitted in Phase 3)
Health and Fitness Centers
Gyms, fitness centers, yoga, dance, cycling, pilates, barre studios, and other customer-facing fitness centers
Personal Care Services
Hair salons, barber shops, nail salons, spas, massage parlors, waxing centers, tattoo parlors
Customer facing services such as driving ranges, outdoor shooting ranges, paintball courses, outdoor adventure parks

Governor Pritzker Announces Restore Illinois: A Public Health Approach To Safely Reopen Our State
MAY 5 GOVERNOR’S PRESS RELEASE- Building on data, science, and guidance from public health experts and after consulting with stakeholders across the state, Governor JB Pritzker announced Restore Illinois, a five-phase plan focused on saving lives, livelihood, and safely reopening Illinois.
“"We have to figure out how to live with COVID-19 until it can be vanquished – and to do so in a way that best supports our residents’ health and our healthcare systems, and saves the most lives," said Governor JB Pritzker. "Restore Illinois is a public health plan to safely reintroduce the parts of our lives that have been put on hold in our fight against COVID-19. This is also a data-driven plan that operates on a region-by-region basis, a recognition that reality on the ground looks different in different areas of our state."
The five-phase plan is guided by public health metrics designed to provide a framework for reopening businesses, education, and recreational activities in each phase.
