5th Annual Small Business Forum – Wednesday, Oct. 14, 2020 @ 8:00 am


This year's forum will take a look at the "new normal" and topics will include marketing, moving to business online, capital resources, pivoting to new products and services, and making an online presence a top priority. Businesses need to have more than just a Facebook page, and their websites should be cell phone/mobile-responsive.

Events and Education to Celebrate Black History Month


The Illinois Department of Commerce and Economic Opportunity’s Office of Minority Economic Empowerment (DCEO - OMEE) will host a series of webinars to celebrate National Black Business Month beginning August 1st, 2020. DCEO has partnered with Groupon and the Small Business Administration to facilitate panel discussions that address issues facing Black Owned businesses in Illinois.   A full list of events is here.

Virtual Learning -- Hanover Park Education and Work Center (EWC)


The EWC in Hanover Park at 6704 Barrington Road remains closed to the public but fall classes will offered online. Begin the registration process at www.elgin.edu.  Scroll down to find the green box that says Adult Basic Education, and click on “Learn More”. On the next webpage, go to the blue box labelled “English as a Second Language (ESL); High School Equivalency (HSE/GED)” and click on “START HERE”.  Education and Work Center staff will contact you by phone and email to sign you up for online classes.  Day and evening classes available:

  • English as a Second Language (ESL)
  • Adult Basic Education (reading, math, writing)
  • High School Equivalency (HSE) classes in English (daytime and evening) and Spanish (evening only)

Hanover Park is Open For Business!

Working on that “New Normal”


It has been a challenging year.  After a promising Phase 4 re-opening in June, business slowed for some in July as customers reacted cautiously to news of covid spikes across the country.

Illinois has held steady and we should all be proud of this!  With precautions and social distancing policies, restaurants have remained open, following strict public health procedures, and our daycare centers are open, though at reduced capacity.  Gatherings with 50 people or fewer are permitted, testing is available, and tracing is commonplace. Village Assistance Program

When the pandemic started the Community and Economic Development Department made outreach calls and emails to every business and we’ve lessened the frequency.   We know everyone is focusing on getting back to business.  Please let us know how your business is doing.  How are you doing?

We heard businesses needed extra signage to communicate they were open, and that many did not have an online presence with website and social media tools.  The Village Board approved a Small Business Assistance Program which has provided “open” signs to over 60 businesses.  And right now, marketing grants are available to our small businesses to assist in creating an on-line presence.  More information is online.

State Grants Reopen


The State continues to reopen applications for individual programs, as funds remain:

Child Care Restoration Grants (Now Open until August 14, 2020)
  • Grant for licensed childcare providers in the state of Illinois. For more information, please visit HERE. There is information at the website available in English and Spanish.
LISC Small Business Relief Grants Round 5 now open until Monday, August 3, 2020 at 10:59 p.m.

Small Business Administration (SBA)


Applications for the Payroll Protection Program (PPP) are being accepted through August 8, 2020.  There is still $100B in PPP funds available.  Improvements to PPP allow for funds to cover 24 weeks (instead of 8), and reduction of the payroll threshold to be 60% (paroll) / 40% (rent/utilities, etc.).  
  • The Loan Forgiveness Application is available in many languages including Arabic - ???????, Chinese (Mandarin/Cantonese) - Simplified - ????, and Gujarati - ???????, Hindi - ?????? ????, and  Spanish - español on the SBA page HERE.

Village Hall

Revised Village Hall Hours of Operation & Guidelines Begin Monday, August 3rd

  • Hours: Monday, Tuesday, Thursday, Friday from 8:00 a.m.– 4:30 pm 

  • Closed on Wednesday. The Finance Counter at the Police Department will no longer be open beginning August 3rd.

  • Entrance to Village Hall: Main Front Entrance Only

  • Side and back entrances of the building (Doors 6 & 7) will be closed to the Public, except for emergency egress

Visitors to Village Hall

  1. All visitors MUST wear a face covering over their mouth and nose to enter Village Facilities.
  2. Only one visitor at a time will be allowed at a Village counter. 
  3. All visitors MUST practice social distancing by maintaining at least 6’ of physical separation from others.   Children under the age of 18 can accompany a visitor 
  4. Visitors are encouraged to utilize hand sanitizer stationed inside the main entrance.

VH Statute

Emergency Declaration Ends Aug 6

The Village’s emergency declaration will expire on August 6, 2020, which means the suspension of water shut-off, waiving of late fees, escalation of parking tickets, and citations are ending. Code Enforcement will resume the curb appeal program and cite for ordinance violations as of August 7, 2020.
