CLERK'S SCHOLARSHIPS

PUBLIC MEETINGS
Public notices, agendas, and minutes of meetings are posted online and at Village Hall in the Office of Village Clerk Kristy Merrill.
Village Board Meetings are held at the Village Hall Council Chambers the 1st and 3rd Thursday of the every month at 7:00 pm. Additionally, other appointed volunteer committees, commissions, and boards also hold regularly scheduled meetings. Learn about volunteering and being appointed to a committee, commission or board.
PUBLIC COMMENT
The Rules of Order provide for members of the general public to address the Village Board with concerns or comments regarding issues that are relevant to the Village business. Committee and Commission regular meetings also have a townhall opportunity for the public to address the public body.
VOTER REGISTRATION
Voter registration is available online, by mail, in person, as well as, Election Day.
WAYS TO VOTE
Voters may cast a ballot by Early Voting, Voting By Mail, or on Election Day at their assigned poll.
MUNICIPAL ELECTIONS
Elections for the Village President, Village Clerk and Trustees are held biennially on the first Tuesday in April in odd-numbered years.
ALARM LICENSE APPLICATION
Alarm Licenses are administered in the Inspectional Services Division of the Fire Department. Whether commercial or residential, no person shall install, operate or maintain a signaling device over a signal line to the monitoring system at the police department or to a privately operated central station, without first obtaining an annual permit. Chapter 78 Article V
Business License Process & Application
Business Licenses are administered in the Inspectional Services Division of the Fire Department. No person, firm, or corporation shall conduct, engage in, or maintain, operate, carry on, or manage any commercial establishment or activity either by himself or itself, or through an agent, employee, or partner, without first having obtained a license for such activity or commercial establishment. Chapter 58 of the municipal code is designed to provide for the means whereby the village may render the necessary inspections and services to commercial establishments and commercial activities in order to promote, protect, and safeguard the public health, safety, and welfare of the residents and consumers of the village and to enable the effecting of an accurate record of commercial establishments located and carrying on commercial activities or commerce within the village.
Block Party Application
Block Parties are for Hanover Park residents who live on a residential street and wish to have a party with their neighbors. Street closures would need to be approved. All applications for a Block Party should be submitted to the Clerks office at least 30-days prior to the event.
COMMERCIAL SOLICITOR PERMIT APPLICATION
It shall be unlawful for any person 18 years of age or older to engage in peddling or solicitation activities within the village without first obtaining a permit issued by the village clerk; unless, they are exempted from the provisions of Chapter 58 Article IX.
CHARITABLE SOLICITOR PERMIT APPLICATION
The soliciting agency shall be registered with the attorney general as a charitable organization as provided by the Solicitation for Charity Act (225 ILCS 460/0.01 et seq.) and engaged in a statewide fund-raising activity.
"NO SOLICITATION" LIST
The Clerk's Office will maintain a "No Solicitation" list of those persons who request to restrict solicitation on their property by canvassers, peddlers, and solicitors. If an exempt canvasser chooses not to apply for an identification card, it will be the responsibility of that canvasser to obtain a copy of the "No Solicitation" list.
RAFFLE LICENSE APPLICATION
It shall be unlawful to set up or promote any raffle or sell, offer for sale or transfer any ticket or share for any raffle within the village without first having secured a raffle license therefor as provided in Chapter 58 Article XVII.
Special Events Application
Special Event applications are needed when businesses in Hanover Park would like to promote their business through sidewalk sales, live entertainment, festivals, and more. These events require a Village Permit and the application must be submitted at least 60-days prior to to the event. The fee for each special event permit is $35.00
Freedom of Information Act Requests
The Freedom of Information Act (FOIA) provides for the public to gain access to government records. Any person who wishes to inspect and/or obtain copies of public records from the Village of Hanover Park may submit a written FOIA request.
Contracts
All contracts and agreements over an amount of $20,000 that are approved by the Village Board are available to the public upon final execution.
Municipal Code
The Municipal Code of Ordinances is available online. Newly adopted ordinances amending the code are listed in the initial content page and are codified throughout the year. A paper copy of the book of ordinances is also available in at the Office of Village Clerk Kristy Merrill.

FOreclosure notices and Confirmations
llinois State Public Act 96-0856 requires banks and lenders to notify the municipality in the event that a residential property will be undergoing foreclosure proceedings. Lenders must also notify the municipality of the confirmation order at the end of the court proceedings.

Responsibilities
The Village Clerk, an elected official, is the keeper of the official records of the municipality and maintains accurate records of the proceedings of the President and Board of Trustees. The Village Clerk maintains a file of ordinances, resolutions, bonds, contracts, and agreements which are a part of the official records of the Village. Legal publications for the Village such as public hearings, notices of annexation, etc., are published by the Village Clerk.
The Village Clerk is the local election official. The Village Clerk is responsible for issuance of solicitors’ permits, special event permits, raffle licenses, taxi licenses, business licenses and liquor licenses. The Clerk also serves as Secretary to the Liquor Commission, recording the proceedings of the commission and issuing all licenses as directed by the commission. In addition, the Clerk maintains an up-to-date municipal code and prepares the monthly calendar of meetings.
Speakers Bureau
Village information has its greatest impact when delivered in person. Village officials and staff members are available for speaking engagements through the Speakers Bureau. Upon request, the Village Clerk will arrange for an elected official or member of the Village staff to speak for your organization or group. The Speakers Bureau has a whole range of topics.
