ICE Victim Notification Program

The U.S. Immigration and Customs Enforcement (ICE), Homeland Security Investigations (HSI), is committed to protecting the public and ensuring that the rights of victims are carefully observed. HSI administers the Victim Notification Program which allows eligible victims and witnesses to obtain reliable and timely information regarding a criminal alien's release from custody. However, victims and witnesses are required to register with ICE in order to receive notification of a criminal alien's release. Temporary Visitor Driver’s License

The Secretary of State’s Office issues a Temporary Visitor Driver’s License (TVDL) for non-citizens of the United States who have been granted temporary, legal entry into this country and are temporarily residing in the State of Illinois and are ineligible for a Social Security Number.  For more information, view the (brochure).

Victim U Visa and T Visa Information

What are U nonimmigrant visas and T nonimmigrant visas (also known as a U Visas and T Visas)?

U Visas and T Visas are temporary visas issued by the United States Citizenship and Immigration Services (USCIS) to victims of certain crimes (U Visa) or human trafficking (T Visa), providing temporary legal status for up to 4 years.

Who is eligible for a U Visa?

USCIS may find an applicant eligible for a U Visa if the applicant:

  • Is the victim of qualifying criminal activity.
  • Has suffered substantial physical or mental abuse as a result of having been a victim of criminal activity.
  • Has information about the criminal activity. If a victim is under the age of 16 or unable to provide information due to a disability, a parent, guardian, or next friend may possess the information about the crime on their behalf.
  • Were helpful, are helpful, or are likely to be helpful to law enforcement in the investigation or prosecution of the crime. If a victim is under the age of 16 or unable to provide information due to a disability, a parent, guardian, or next friend may assist law enforcement on their behalf.
  • The crime occurred in the United States or violated U.S. laws.

Qualifying Criminal Activities (including attempt, conspiracy, or solicitation to commit) are: Abduction, Abusive Sexual Contact, Blackmail, Domestic Violence, Extortion, False Imprisonment, Female Genital Mutilation, Felonious Assault, Fraud in Foreign Labor Contracting, Hostage, Incest, Involuntary Servitude, Kidnapping, Manslaughter, Murder, Obstruction of Justice, Peonage, Perjury, Rape, Sexual Assault, Sexual Exploitation, Slave, Stalking, Torture, Trafficking, Witness Tampering, Unlawful Criminal Restraint, or Other Related Crimes where the elements are substantially similar.

Who is eligible for a T Visa?

USCIS may find an applicant eligible for a T Visa if the applicant:

  • Is or has been a victim of a severe form of trafficking in persons.
  • Is physically present in the United States or was allowed entry into the United States to participate in the investigation or prosecution of human trafficking.
  • Has complied with any reasonable request by law enforcement for assistance in an investigation or prosecution of human trafficking.
  • Would suffer extreme hardship involving unusual and severe harm if removed from the United States.

Submitting U Visa Certifications or T Visa Declarations to the Hanover Park Police Department (HPPD).

Please follow the procedures below to submit a U Visa Certification or T Visa Declaration request to HPPD:

  • Verify the case was handled by HPPD. If not, direct the request to the agency that handled the case.
  • Verify you were a victim of a qualifying crime under 8 CFR §214.14 (a)(9) or of human trafficking.
  • Verify you were helpful in the investigation and/or prosecution of the case, specifically, you have not refused to provide information or assistance reasonably requested by law enforcement.
  • Forward your request in writing with all supporting documentation to:
